This is one of the "urban apartment complexes" built in many locations in Japan by the Japan Housing Corporation (now reorganized into the Urban Renaissance Agency). The "urban apartment complexes" tend to have tenant stores and offices on the lower levels.

As described in the article about the Kyobashi Kaikan, this type of architecture, built in the City Block Style without balconies, are no longer considered building in Japan. The architectural level is not particularly noteworthy but the style itself is rare and should be paid attention to. Other examples of the City Block Style include Kodan Nishi-hakushima Apartment Complex and Kodan Nakahiro-cho Apartment Complex.
